Section 1. There will hereby be a requirement for all Nevada state vehicle operators towing between 2000 and 10000 pounds to have a Small Trailer License.

Sec. 2. The Small Trailer License will hereby be offered at all Nevada DMV’s.


Sec. 3. The License will be made available to drivers with either a Nevada State Drivers License or an Instruction Permit.

Sec. 4. Eligibility for the Small Trailer License requires only Nevada citizenship.

Sec. 5. The License will be gained by passing an electronic test on the safe use and control of trailers which will be preceded by an 8 hour class.

Sec. 6. Failure to possess a valid license will result in a $500 fine and/or trailer confiscation.

Sec. 7. In order for an officer to warrant the stopping of a driver towing a trailer, the driver must be operating hazardously or in violation of standard traffic laws.

Sec. 8. This bill becomes effective upon passage and approval.

Section 1: The new Court of Appeals will improve efficiency, minimize delay, maintain quality in the judicial process, ensure timeliness of decisions, provide the Nevada Supreme Court with the ability to focus on precedent-setting cases, and increase the number of written opinions that establish the State’s common law.

Sec. 2: Since the Nevada Supreme Court is the only court in Nevada with jurisdiction to hear cases that are appealed from district court cases. The proposed amendment does not create the Court of Appeals, but rather authorizes the Legislature to establish the Court.

Sec. 3: The Nevada State Legislature will establish the Court of Appeals.
a. Completion of the Regional Justice Center in Las Vegas would allow the Court of Appeals to share facilities and other existing resources with the Supreme Court. Therefore, the costs associated with establishing the Court of Appeals may be reduced since no new facilities may be necessary.

Sec. 4: Implementation of the intermediate appellate court shall happen within one month to ensure proper time to adjust to the intermediate appellate implementation by the Nevada State legislature.

Sec. 5: This bill becomes effective upon passage and approval

Sect 2. The Suspension or Revocation of one's Driver's License for any offense relating to the Use or possession of Alcohol or Drugs, except when committed while operating a Motor vehicle or in direct physical presence of the same vehicle while in possession of its keys, is hereby forbidden in the State of Nevada. Any language in the Nevada Revised Statutes providing for such a punishment is hereby null and void.

Sect 3. No judge, juvenile or otherwise, is allowed to require the suspension, revocation or cancellation of one's Driver's License as the terms of probation for any offense not committed while operating a Motor Vehicle.

Section 1: All nonresidential federal land in Nevada will be considered for the placement of solar panels. This solar energy, along with the continued use of coal, should meet the needs of the small population of Nevada.

Sec. 2: In the case that there is available coal left, the state of Nevada will buy the coal, and oversee its sale and exportation to other states. This sale can also be used to pay for the solar plants initial cost.

Sec. 3: The energy acquired from these plants will be used for residential and commercial purposes. New taxes may also be developed to support the initial implementation of these solar plants.

Sec. 4: Before construction of these solar plants, tax money will be reserved and allocated for this project.

Sec. 5: Jobs will be created to support, build, and maintain these solar plants.

Sec. 6: Further review of the payment and work offered by these new jobs will be examined at a later date.

Sec. 7: Regulation of this new energy input will be further evaluated by the state.

Sec. 8: Laws of state regulation will remain flexible for city regulation.

Sec. 9: Construction of these solar plants begins two and a half years, after approval of this bill, and a location has been agreed upon.

Sec. 10: In the case that location of these solar plants is put in the limits of a city or town, a city vote of the citizens will be required before construction.

Sec. 11: This bill becomes effective upon passage and approval.

Section 1: There will be a limit set on the size of classes of core curriculum (as set by the Department of Education of Nevada, including: Social Science, Pure Science, Language, Mathematics) or as specified by the pertinent district to no more than that set by the district or 30 students at most per teacher per class, whichever is the fewest in quantity.

Sec. 2: Special education classes will have a limit set to 10 per class per teacher/counselor or however many set by the pertinent district, whichever is the fewest in quantity.

Sec. 3: All elective courses (as defined by the Department of Education of Nevada such as Art or Computer Aided Drafting) will have a limit of 35 students per teacher per class or whatever limit set by the pertinent district, whichever is fewest in quantity.

Sec. 4: All classes sizes that exceed said limits should be halved in quantity and assigned to different classes or times (i.e. classes of 31 students of core classes should be set to two classes of 15 and 16 students)

Sec. 5: This bill, upon passage and approval, is to be effective as of August 30, 2011 or the start of the new fall session of the Nevada School Districts.

Section 1:
1. Properties which earn a LEED certification will receive a tax credit based upon the LEED ranking system.
2. Tax credits are valued as follows: a property earning a "certified" rank will receive a 4% tax credit (percentage based upon the total property tax of the facility), a "silver" ranked property a 6% tax credit, a "gold" ranked property an 8% tax credit and a "platinum" ranked property a 10% tax credit.

Sec. 2: To receive the LEED property tax credit the applying property must provide proof of LEED certification and rank in the form of documentation detailing points earned under the LEED ranking system, and an original copy of the LEED certification signed by the property's certified LEED inspector.

Sec. 3: Existing properties with LEED rankings may apply for the LEED property tax credit with the provision of the documentation aforementioned.

Sec. 4: The LEED property tax credits are renewable upon the condition that the property remains compliant with LEED regulations. If the property does not maintain compliance with LEED regulations the tax credit will be revoked.

Sec. 5: The LEED property tax credit only applies to state level property taxes.

Sec. 6: This bill becomes effective upon its passage and approval.

Sec. 2: Each county in the state of Nevada is to distribute funding to provide a start up solar array for each school in their district.

Sec. 3: Each individual school is to use distributed funding to provide start up and up keep of solar array.

Sec. 4: Once schools have achieved the proper solar panel/power used ratio, the school is to pay back money distributed from the county for the cost of the given solar paneling within 3 years of achieving the proper power ratio.

Sec. 5: Each county is then to take given restoration payment for solar paneling and give back to the state of Nevada.

Sec. 6: Saved money from respective solar arrays shall be put back into the schooling system as teacher pay.

Section 1: Except as otherwise provided in subsection 2, no lottery may be authorized by this State, nor may lottery tickets be sold, and the State and the political
subdivisions thereof shall operate a lottery.

Sec. 2: The Legislature may authorize:
a. Persons engaged in charitable activities or activities not for profit to operate a lottery in the form of a raffle or drawing on their own behalf. All proceeds of the lottery, less expenses directly related to the operation of the lottery, must be used only to benefit charitable or nonprofit activities in this State. A charitable or nonprofit organization shall not employ or otherwise engage any person to organize or operate its lottery for compensation. The Legislature may provide by law for the regulation of such lotteries.
b. A lottery to be operated by or on behalf of the State of Nevada. If the Legislature authorizes such a lottery, the Legislature shall, by law:
1. Determine the appropriate manner of operation of the lottery;
2. Provide for the disbursement of all money from the proceeds of the lottery, less expenses directly related to the operation of the lottery, to the school districts in this State in a fair and equitable manner; and
3. Establish a committee to oversee the operation of the lottery and the distribution of the proceeds generated by the lottery.

Sec. 2: Through the passage of this bill Nevada will become the first state to become a renewable energy run state.

Sec. 3: We will then begin to fund the Green Tech or GT with 3 billion we already spend on green energy, and begin the transition from reliance on fossil fuel to renewable energy over the course of 10 years. GT Will be a state wide corporation that will be an addition to current corporations such as NV Energy.

Sec. 4: The green technologies are including but not limited Geothermal, Solar, Hydro, and Wind power technologies.

Sec. 5: GT will be under constant supervision of the Nevada State government to make sure that they are advancing technologies throughout the state. If the GT is to make bad judgment in use of government funds (left to interpretation of the Nevada state legislature) then they will be subject to fines and position adjustment within the company.

Sec. 6: All other laws in conflict with this bill are declared null and void.

Adults caught on their third offense or higher will be subject to a misdemeanor, punishable by a fine of up to $1500 and the suspension of their license of up to 180 days.

Sec. 2. Minors (under age of 18) caught using a cellular device on the first offense will be subject to a petty offense, punishable by a maximum fine of $250. Minors caught on a second offense will be subject to a misdemeanor, punishable by a fine of up to $500 and the suspension of their license for up to 90 days. Minors caught on their third offense will be subject to a misdemeanor, punishable by a fine of up to $1000 and the suspension of their license of up to one year.

Sec. 3. Adults and minors caught in the act of using a cellular device while driving are subject to a petty offense punishable by a maximum sentence of fines up to $250.

Sec. 4. This bill becomes effective upon its passage and approval.

SUMMARY: Whereas the ability for a family of a child with an Autism Spectrum Disorder (ASD)to choose a school or program that best fits a child is limited by school districts around the state, and the unique needs of each individual child are frequently unmet,

Section 1: Upon the medical diagnosis of an ASD, each family will have the unrestricted ability and right to choose the school and program which their child or children will attend.

Sec. 2: Should a child be placed in a program at a private institution, the school district for which the child is legally zoned is required to allocate the normal special education funding from the public school that the child would attend to the private institution that the child would then attend. Allocation of funds is not contingent on the public or private status of the school.

Sec. 3: The Nevada State Department of Education will establish standards that must be met by any school offering a program for children with ASDs in order that the allocation of funds by a district be required.

Sec. 4: This ACT will take effect at the beginning of the school year immediately following the school year in which this ACT is passed.

Sec. 5: This bill would exclude those who have a household income of $115,000 or more.

Sec. 3. Optional CPR classes will be offered to eighth graders up through twelfth graders, either during a Health class or in after school sessions (dates and times will be specified by the school so long as it is proved all the material is covered).

Sec. 4. Ninth graders and up through twelve grade may take the Red Cross CPR, First Aid, and Disease Prevention tests for official certification, either during a Health class or in after school sessions (dates and times will be specified by the school).

Sec. 3. This is a 2.5% increase which is an emmense amount of money when dealing with millions of dollars.

Sec. 1: Under NRS 488.730 any person born after January 1, 1983, shall not operate a motorboat with a motor which exceeds 15 horsepower on any interstate waters of this State unless the operator has completed certain boating education requirements. It is the intent of this bill to revise such requirements and discriminatory bounds as to where the law is implemented.

Sec. 2: Any person, regardless of age, should be required to take a course in boating safety that has been approved by the National Association of State Boating Law Administrators, before operating a motorboat of any horsepower classification on any Nevada water. To make this law equal and effective for the good of society, this law should be applicable for all boaters and all waters in Nevada State. Otherwise the act is unconstitutional because of equality.

Sec. 3: In cases where a patron may not have local access to a boating safety workbook, a booklet will be provided to them by NDOW. They will then be able to take the free test after completing the workbook. On passing the test they will be certified.

Sec. 4: All laws or parts of laws in conflict herewith are repealed to the extent of the conflict. If any portion of this act is declared unconstitutional, it is the intention of the legislature that the other portions shall remain in full force and effect.

Sec. 5: This Bill becomes effective upon passage and approval.

The indavidual also recieves a certain amount of time to find a job or risk being uneligable to collect welfare but still have the ability to sign up for welfare again.

Section 1: There will hereby be no acceptance of welfare to a person who has committed an act of crime that has been marked as major crimes. (Homocide, muliple counts of any Theft or Burglury, and Rape) But a person may be able to be accepted into welfare if the person is on porol or acted minor crimes.

Section 2: In acceptance into welfare, that person has 8 months to be accepted as an employee before said person is removed from the program. A person also must show proof of employment.

Section 3: After employment, welfare may be eligable for 1 month. If employee is fired from said job within 1 month of employment, welfare is cancelled but may be applied for 3 weeks from being fired.

Section 4: This Bill becomes effective uppon passage and approval.

Section 1: This legislation works under the following definition of gray water: Wastewater generated from any domestic activities used in washing that does not contain fecal matter.

Sec. 2: These domestic activities include, but are not limited to: Dishwashing, Laundry, Sink-water, bathing, wet cleaning.

Sec. 3: In order to combat the current water crisis, tax cuts, as an incentive, will be assigned, proportionally (see section 5) to large-scale industrial corporations that use water that is at least 60% gray water in their manufacturing processes.

Sec. 4: This tax cut will only be granted once corporations have used gray water for at least 1 year, as to ensure suitability in the manufacturing process.

Sec. 5: Corporations that use water that contains X percentage of gray water will have their taxes cut by 0.1(X+10) %, where X is greater than or equal to 60%.

Sec. 6: This bill becomes effective upon passage and approval.

(a). All cases will be handled under proper judicial authority.

Sec. 4. All revenue will be thereby, transferred into funds specified in substantial insufficiency.
(a). Individual funds in requisite will be determined by state officials.

Section 5: A 0.01% tax deduction will be given to any gaming licensed business that donates at least $100,000 yearly to the above established public works program.

Sec. 5: Be it enacted, this bill becomes effective for those receiving driver licenses after December 31, 2011

Sec. 9. Be it enacted, all laws with conflicting stipulations shall be declared void.
