     The following bill was passed in the 20th special session of the Nevada state legislation: http://tax.state.nv.us/DOAS_FORMS/RPTT%20BROCHURE.pdf Currently Nevada has the highest foreclosure rate in the country and with sales of existing homes and new homes making record lows this tax has become a burden and determent for future sales of real property in the state. Home prices have had a serious decline forcing neighborhoods to rapidly deteriorate. Simultaneously, an amendment to AB 440-NRS 598.100D is amended to make it an unfair lending practice to loan money secured be real property to a borrower, without determining in any commercially reasonable manner that the borrower has the ability to repay the loan. (This includes stated income, no docs and no ratio loans.) ,whereby, Commissioner of the MLD (Mortgage Lending Division) enact regulations controlling the qualifications of individual investors in mortgage loans being offered by mortgage brokers, be amended to specify in relation to subprime and Alt A. loans and those borrowers with a mean credit score below 680 and down payments of less than 10 percent. It is unfair to penalize those individuals that have demonstrated a proven ability over their finances with an excellent credit history and a vested interest by eliminating the ability to finance a home through "reduced" or "stated" documentation. For many years prior to the current credit crisis financial institutions made these loans available with a "proven risk model" that worked. It wasn't until the large investment brokers developed securities that enabled individuals with a poor credit history to obtain these types of loans. I feel the state has gone to far to the extreme in trying to eliminate poor underwriting decisions that were based on recent market forces. Many of the occupations in this state are dependent on gratuitous income ie., tips and therefore, the stated income loans are instrumental in helping many of these borrowers obtain home financing. In my opinion, the state government should look more at what will encourage a healthy real estate market as opposed to creating bureaucratic obstacles that are restrictive.

Sec. 3. This bill hereby calls for the formation of an Advanced Primary Learning Committee to be formed to distribute the aforementioned increased tax revenues. Said committee will be comprised of twelve member councils per each school county in Nevada with each council deciding where to allocated funds. Prior each school year, the allocated funds will be given to each district based on number of gifted students and funds already allocated to such programs per district.

It is believed by many that a good portion of drug users are on the welfare and by mandating a simple blood or urine test we would eliminate the problem. By not letting these people sponge off us we can prevent poverty and force people to get back on there feet and become productive citizens.

Sec. 6. Following the passage of this bill, current school administrators will be looked at in order to see if they fit the given mold. If a current school administrator does not fit the said mold, they may be replaced, but another job, such as that of a teacher, should be given to them. With this new job, the former administrator will also fall under the new teacher protection plan as listed in Sec. 5.

Sec. 7. This act will come into effect the next full school year following its passing.

Sec. 4. In any prosecution or other proceeding for the violation of any of the provisions of this section, it is no excuse for the licensee, employee, dealer or other person to plead that he/she believed the person to be 18 years old or over.

Sec. 5. This bill shall go into effect immediately upon January 1 of the next calender year.

Sec. 2. Before becoming eligible for a sports program, a candidate must be able to verify his/her place of residence in coordination with the proper zone for the school he/she is attending (must be able to prove his/her true place of residence corresponds to the implied place of residence). Any student that falsifies his/her zone will be immediately disqualified for any sports pertaining to the sports season applied to (fall, winter, spring) of the current year.

Sec. 3. Students will only be eligible for a sports program within his/her first four school years upon entering the ninth grade. Any student that has been held back in high school may only participate in a sports program within the initial four years of their high school attendance. ex: A student entering Freshman year of 2005-2006 may only participate in sports until the end of the school year of 2008-2009.

If a person knowingly sells or rents a home, office, apartment, recreational vehicle, automobile, or any other property that a person may occupy and the property was used in the production of methamphetamine, and the seller does not disclose that the property was a location used for the production of methamphetamine, or does not inform the buyer of the potentially severe health risks associated with purchasing the property, that person is guilty of a category C felony and is punishable to the fullest extent of the law.

Sec 3. If a person causes a child to inhabit or reside in a home, office, apartment, recreational vehicle, automobile, or any other property that a person may occupy that has been used in the production of methamphetamines and has not been properly decontaminated and deemed habitable by the proper authorities, then that person is guilty of reckless endangerment of a child and is punishable to the fullest extent of the law.

Sec 4. The act becomes effective immediately upon passage and approval.

Education has been largely subsidized by casinos, or by a tax involving real estate, but real estate is for the moment in a slump, so other sources are needed to maintain and improve the current standard of education. Improved education will improve Nevada for generations, as more educated citizens are able to perform a wider range of services.

SECTION. 1. There will herby be an increase of the sales tax on all products normally under sales tax, except for food items and fuels, both of which have been increasing in price rapidly.
SECT. 2. Money collected due to SECTION 1 will be applied to creating new schools, hiring new teachers, and creating incentives for teachers to come teach in Nevada.
SECT. 3. This bill becomes effective two months after its passage and approval, so as to provide enough time for businesses and retailers to adjust their systems to account for this increase in tax.
