Sec. 3. The top 10% (ten) of teachers be rewarded with a monetary bonus.

Sec. 4. The bottom 15% (fifteen) of these teachers be observed by an administrator to discern the teaching flaw, and then be required to attend a [Remove "a"][Add: one of several] mandatory summer seminar[s offered] to correct this flaw. [Added: Said teacher will have his/her teaching license revoked until completion of the seminar.]

AN ACT  To improve school management.

Section 1. School administrators will need to have collegiate administrative degrees.

[Strike: Sec. 2. School administrators must have absolutely no association with a teacher's union, or other worker's union, of any kind.]

Sec. 3. School administrators will not be hired based on their former association as a teacher or other associations with the school system, but instead on their qualifications as one who can effectively run the given school and on their degree as defined above.

Sec. 4. The former teacher tenure law will be repealed and teacher's tenure will no longer exist.

Sec. 5. A new teacher protection law will be made, one that rewards those who produce students who excel in standardized tests, and places teachers whose students perform poorly on said tests on a watch list; if an individual teacher is on a "watch list" for a time of 3 (three) years [Change "3 (three) years" to "1 (one) year"], they may be released for incompetence.

Sec. 6. Following the passage of this bill, current school administrators will be looked at in order to see if they fit the given mold. If a current school administrator does not fit the said mold, they may be replaced, but another job, such as that of a teacher, should be given to them. With this new job, the former administrator will also fall under the new teacher protection plan as listed in Sec. 5.

Sec. 7. This act will come into effect the next full school year following its passing.

Section 4. In the case of teens in rural areas who don't have the driver education, they must complete 200 hours of behind-the-wheel experience in lieu of a driver education course.

Sec. 5. Citizens of Nevada will be apportioned 50% of the profits from the sale of energy to other states, in the form of a tax rebate, providing that said citizens have mounted solar panels on their own homes. The remaining 50% will be deposited into the Nevada state treasury, to be used as the State sees fit.

Sec. 6. Said citizens will be able to sell excess energy produced by their homes to the State for use as the State sees fit.

Sect. 4. No more than 25% of the funds generated may be used for administrative purpoes.

Section 1. As a result of recent urban and industrial developments in the state of Nevada, it is necessary to offset this development by creating and maintaining parks in all cities whose urban population and density has grown dramatically. This act serves primarily to prevent vast environment damage in addition to preventing the phenomenon known as placelesness (cities are seemingly indistinguishable from each other).

Sec. 2. This act allocates a minimum of 10,000 USD and a maximum of 100,000 USD to each city who has experienced a dramatic growth in urban population and density. The money provided will be relative to the size of the city in addition to the individual condition of the city (that is, cities who have been deeply affected will rightly deserve more money then others). The amount of money provided and the city to who it is provided to will be determined by a case-by-case basis.

Sec. 3. Where and how the parks are developed will be decided by each individual city (but will be subject to the standards outlined below). Further, the money provided will also be required to commission local artists to paint murals or in other means deemed acceptable by each individual city. If an acceptable artist cannot be found locally, it is then acceptable to find one outside of the city, but still in the State of Nevada.

Sec. 4. This act becomes effective upon passage and approval.

AN ACT  An Act to prohibit people under the age of 18 from smoking tobacco

Section. 1. People under the age of 18 (eighteen) shall not be granted the right to smoke tobacco in public areas (parks, schools, etc.).

Sec. 2. Twelve hundred (1200) people die everyday due to tobacco related illnesses. People who try smoking under the age of nineteen (19) are 90% likely to smoke their entire life. Second-hand smoke kills more than fifty thousand (50,000) people yearly. Smoking causes illnesses such as emphysema, chronic bronchitis, etc.

Sec. 3. This bill shall set an age limit to smoking which didn’t exist before.

Sec. 4. At the age of eighteen (18), people are considered adults and can make their own decisions.

Sec. 5. If caught violating this bill, punishment shall consist of a fine of [$100 on the first offense, $275 on the second offense, $500 on the third, and $500 for every offense after that. If additional (or different) reprimands are required, it is left up to the judge.]

Section 1. Repealing of NRS Chapters 462.250, 462.260, 462.280, 462.290, 462.300, 462.310, 42.320, and 462.330

Section 2.1. The creation of a Nevada State Lottery Commission whose sole purpose shall be to establish and regulate the Nevada State Lottery.

Section 2.2. The Nevada State Lottery Commission shall be responsible to establish ticket prices, game rules, and prize money distribution.

Section 2.3. The Commissioner shall be bound to follow that 9 percent of all gross ticket sales of lottery tickets shall be distributed into the K-12 Education Budget. The Commissioner shall also be bound to follow that no more than 1 percent of all gross ticket sales shall be used for administrative reasons. All remaining funds shall be deposited into the prize money fund.

Section 3.1. An initial investment of no less than $10 million shall be reserved to properly compensate if a winner is selected before the prize money collected is less than the initial investment. Upon collection of game ticket proceeds exceeding the amount reserved, the initial investment shall be released.

Section 4. This bill becomes effective upon passage and approval.

AN ACT  To mandate a monthly drug test upon all dependants of welfare


THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

Section. 1. All reicievers of welfare must undergo a mandatory monthly drug test which is provided by the State.

Sec. 2. If the test returns negatvie for drugs the welfare recipient may continue on welfare until the next month's check and screening.

Sec. 3. This pattern may continue as long as the recipeint remains clean in all results of the drug tests.

Sec. 4. If any test in question returns with positive results for any drug then the person will have their welfare check revoked.

Sec. 5. The person, once positively tested, may once again apply for welfare but after a 2 month probationary period.

Sec. 6. The recipient does not have to go through the entire welfare application process again, but must merely update any information and provide the new clean drug test.

Sec. 7. The recipient, once re-applying, may continue on welfare until a second positive test is returned. In which all welfare privelges will be indefintely terminted.

Sec. 8. This bill becomes effective once fiscal year upon passage and completion.
